Walter Phillips began his project in 1974 after retiring from a thirty year career in Philadelphia's civic and political life. He had been a founder of the City Policy Committee (1940), the Citizen's Committee on City Planning (1943), and the Greater Philadelphia Movement (1947). He managed Joseph Clark's successful race for mayor in 1951, and served in Clark's cabinet as City Representative and Director of Commerce through 1955.
